The Government of the Peoples Republic of Bangladesh (GoB) has received a grant from IDA toward the cost of Bangladesh Water Supply Program Project (BWSPP), 14 Shahid Captain Mansur Ali Sarani, DPHE Bhaban (5th floor), Kakrail, Dhaka-1000, under Department of Public Health Engineering (DPHE) and it intends to apply part of the proceeds of these funds to payments under the contract for the provision of consultancy services for the project by a  Firm/Organization (National) with an aim to scale up the provision of safe water supply free from arsenic and pathogens in rural areas and small towns to contribute to Bangladesh’s efforts to achieve the Millennium Development Goals (MDGs) in water supply and sanitation by 2015.

The Services include:

Request for Expressions of Interest (REOI) for Short Listing of Firm/Organization for Water Sampling, Analysis and Reporting of 7712 hand tube wells installed in 28 upazillas at 03 (three) districts (Barisal, Khulna & Comilla) under BAMWSP (Package No. S - 42239).

The erstwhile Bangladesh Arsenic Mitigation Water Supply Project (BAMWSP) had installed hand tube wells in the rural areas of Bangladesh some of which remains to be tested for water quality. Total number of tube wells in this category is 7712 in 28 upazillas at 03 (three) districts (Barisal, Khulna & Comilla).

The Experience, Resources and Delivery Capacity required are Interested Firms/Organizations will engage one Team Leader (TL) for overall supervision, three Team Managers (TM) for 03 teams which will work simultaneously in the field. The TM of each team will engage one labors for his team. Tentative time for completion of work is 06 (six) months from the date of issue of the work order. The EOI’s received will be reviewed on the basis of the following: (a). Interested Firms/Organizations should produce satisfactory evidences of financial solvency in the form of bank transactions at least last 03 (three) years to show the financial ability of the firm to carry out the work. (b). Working experiences with the local Government institutions/NGO/particularly with Upazila Parishad will be treated as an added qualification.

Interested applicants may receive documents for background information from the office of the Project Director, BWSPP, 14 Shahid Captain Monsur Ali Sarani, DPHE Bhaban (5th Floor), Kakrail, Dhaka-1000 during office hours in all working days on or before 02-10-2007 free of cost. The applicants may also collect background information which is reflected in the TOR and from the website www.bwspp.org.

The Bangladesh Water Supply Program Project, 14 Shahid Captain Mansur Ali Sarani, DPHE Bhaban (5th floor), Kakrail, Dhaka-1000 now invites eligible Applicants to indicate their interest in providing the services. Interested Consultants are invited to provide information indicating that they are qualified to perform the services (brochures, description of assignments of same or similar nature, experience in similar operating conditions, availability of appropriate professional qualification and experience among staff, etc.). Applicants may associate with other Applicants to enhance their qualifications, and though not mandatory, association with foreign firms is not encouraged in this instance.

A Consultant will be selected using the Quality and Cost Based Selection (QCBS) procurement method in accordance with the Public Procurement Regulations 2003 and Public Procurement Procedures issued by the GoB. It is expected that the activity will be commenced on January 28, 2008 at Selected 28 upazillas at 03 (three) districts (Barisal, Khulna & Comilla) and shall be completed on July 28, 2008.

Expression of Interest shall be submitted by 2:00 PM on 23/10/2007, in sealed envelope delivered to Project Director, and be clearly marked "Request for Expressions of Interest for Consulting Firm (Lump - sum)."

The procuring entity reserves the right to accept or reject all EOI's.
